Every different recipe requires a different amount of power and each skull provides a different amount of power. The power is totalled between all 4 skulls, and the altar does not have to have a skull ontop of each dungeon stone.

The Infusement Altar requiresa special type of fuel named the 'White Point star', crafted from a nether star and a dragon soul. The <item n="Dragon Soul"> has to be obtained from hitting an Ender Dragon with a Dark Scythe at least one time before killing it, after which it will drop one Dragon Soul.
