These capes can be obtained at the voteshop near the Greycliff spawn.
Previously, the easiest way to gain these was through the "helper of the week" contest, supported by Mr. Blobby. Currently, however, the contest is not being sponsored, and the swet cape should be considered completely unobtainable except through trading.
