Uses
Empty Spawn Eggs are used for capturing non-hostile and hostile mobs (With a few exceptions), It can catch any level of mobs. As of 5.0 Boss Fights Can drop a reusable Empty spawn egg. Empty Spawn Eggs can not be used to capture a mob that is aggressive towards you. However, if the mob is not aggro'd towards you, you can still catch hostile mobs.
