Kaleidoscopic Ignelum is the 'upgraded' form of the 
Ignelum item (despite the lower ID). The item was implemented around the same time as Ignelum and has extra intractions above the original Ignelum.
How to Obtain
As the lore of Ignelum states:
Drop on the ground with a 
Strawberry to combine into Kaleidoscopic Ignelum. Cannot be dropped by a hopper.
This implies that the player must be the one responsible for dropping both the Strawberry and Ignelum, on the ground, in order to form 
Kaleidoscopic Ignelum.
Uses
Kaleidoscopic Ignelum can be placed on the ground (in the form of a block), similarly to Ignelum, and instead of a skyland themed glow, it produces a smoke effect.
Additionally, 
Runes can be right clicked on the placed Kaleidoscopic Ignelum to change the particle effect. The old rune is NOT returned upon changing the particle effect.
Note: If a rune has been used on Kaleidoscopic Ignelum and the block is broken, the rune IS NOT returned.
