Victory Medals are obtainable by killing a Valkyrie. You need to have 10 Victory Medals to fight the Valkyrie Queen. You must get the Victory Medals from slaying Valkyrie, and then click on the Queen with the 10 Victory Medals. Besides fighting Silver Dungeons, Victory Medals are completely useless.
