The Tool Station is a Work-In-Progress crafting station that's currently only used to create custom Fishing Rods.
The Tool Station requires a non-blank 
Stencil to use, and will generate the appropriate screen and slots for the inserted Stencil.
Trivia
The Tool Station is heavily inspired by the Tinkers Construct Mod.
